As Deputy Commissioner, Vincent played a pivotal role in the investigation of gambling allegations against Pete Rose, and he took over after Giamatti's untimely death.

Turmoil marked his term, ranging from an earthquake plagued 1989 World Series to lockouts and continual labor disputes. Colorado and Florida were both awarded franchises during his tenure.
